Dear ePassporte Account Holders,
Please be advised that, at 12:00 PM PDT today, September 2, 2010, we were notified that effective immediately, Visa International has suspended our banking partner's (St. Kitts Nevis Anguilla National Bank) ePassporte Visa program. The ePassporte e-Wallet program continues to be up and running, except funds cannot be transferred between your Visa Account and your e-Wallet. At this time ePassporte can no longer issue Visa Cards, and the ability for our Account Holders to make point of sale purchases and withdraw funds from ATMs has also been suspended.
At this time we do not know why this drastic action was taken by Visa. To us, it is unconscionable that such action would be taken without the opportunity for ePassporte to fully understand Visa's reasons and to be able to take all steps necessary to keep our program running the way it has so successfully done for over 7 years. But that is what Visa has done.
As soon as we have more information we will be in contact with you.
In the meantime please be assured that your funds are safe.
We are very sorry for the short notice and apologize for any inconvenience this may cause. The ePassporte team is working diligently to rectify this situation.
We kindly ask you to bear with us while we work through this issue.

This means that when you login to your ePassporte Account, you will only be able to see your Wallet balance. As a consequence, inquiries regarding your Visa Card balance must be directed to St. Kitts Nevis Anguilla National Bank. St Kitts Bank is responsible for all funds on Visa Cards. To All SKNANB Visa Prepaid Cardholders
As previously advised, SKNANB has been working diligently on the necessary efforts to restore prepaid cardholders' ability to access their Visa card funds.
Subject to slight adjustment, it is expected that from Wednesday, October 6th, the overwhelming majority of cardholders will be able to access the funds on their Visa Card using their existing card, without providing SKNANB further information. A small percentage of cardholders will be asked to provide certain confirming information. SKNANB prepaid cardholders can expect further communication from us on October 4th in this regard.
If you have any questions or concerns regarding your SKNANB prepaid card, please contact SKNANB at vcprepaid@sknanb.com. In addition, cardholders can call +1-869-466-9733 to contact the cardholder services centre between the hours of 8am and 4pm Atlantic Standard Time. Please note, the call volume could be quite large, as such, there may be extended wait times.

Title: ONGOING ISSUES WITH YOUR COMPANY POLICY
NOTE THE charge for my ePassporte VISA renewal on Sept.1 2010:

I can clearly see, the previous year, I was charged the Visa fee on 19 Sept 2009:
19 Sep 2009 Electron Card Annual Fee $-35.00

Your company sent out an email message stating that at noon on Sept 2 2010 your VISA program was suspended.
Therefore you are charging your customers (like myself) for something you did provide. Or, if I give you the benefit of the doubt: you provided the service for less than 36 hours (12 am on Sept 1 to 12 noon on Sept 2).
"Bait and Switch" tacts are not acceptable in the Financial Sector; especially when you deduct money automatically from the customers account without their consent -- and within hours of the very service you are offering vaporizing (and stranding the rest of the consumers money within your ePassporte system -- earning interest for you and depriving us of access to our financial assets).
Although, I'm not a lawyers (and I don't play one on TV)... it would seem that there is a clear breach of the contract that we had entered in to. Your firm was to provide certain basic financial transaction benefits to me in lieu of payment received. You have been paid; I have received no benefits from the VISA annual fee.
Specifically:
A) You should not have renewed/charged my account until the full year had expired (Sept 19 2010 would have been the renewal date). There is no legal grounds for shaving 18 days [more than 2 weeks!] off of my previously annual fee for your VISA services].
B) Your actions do NOT seem responsible or ethical. There is no reason to charge me $35 (WEEKS EARLY) only to notify everyone a day later that the VISA card has been suspended and we can't access our funds.
Please re-evaluate your actions. I expect a refund for the $35 that was deducted from my account with NO SERVICE RENDERED by your company.
Other customers of yours might not have noticed the financially unsound transaction: BUT I DID.

At this point I feel it might be best for me to take my complaint to the authorities (and put it on the record).
However, I'll give your customer service team (and possibly your attorneys and Public Relations people) a chance to evaluate my position and respond appropriately.
The legal threshold for "knowing" or "having reason to know" would be up to a jury to decide.
Best to settle your financial obligations to consumers like myself and stop apologizing for inconveniencing your customer base. If a lawsuit (class-action or otherwise) is filed; the only people who will be happy are the lawyers.
The fact that the movie "Middle Men" ( http://www.middlemenmovie.com/ ) had recently been released isn't necessarily going to bode well in the court of public opinion.
By setting yourselves up "in the middle" you earn:
* commission on transactions,
* annual VISA fees, and
* don't offer an interest rate for holding on to your customers' money.
YOU EARN INTEREST FOR HOLDING OUR MONEY; thus you gain (profit) from this "misfortune" while your customer base loses.
Apologies without action are empty; your business model is looking more and more like the Titanic with each and every passing day.
Your email communication said, "Please feel free to contact us via the message center or at our call center, should you have any questions, comments or concerns."
I've now taken you up on that offer to contact you with my comments and concerns.
Only question is: Is anyone ready to do anything other than give promises that you are "working diligently to rectify this situation"?

Effective immediately, the call center, ePassporte's sales and marketing team and risk management staff will no longer be available. No, definitely not. The wallet is a separate area to keep funds in.
i.e. I usually kept my funds in the wallet until I planned on using them via the Visa card. (So if someone tried to use that card number online there would be no funds available to them).
Now we have to go through the process of applying for our walleted funds back.

but i find it vary hard to see how it gone work, the first rule in business law is if you are not in fact the one that cause the problem, send the claims to the source and this is what they will do and did all along, go talk to our bank, go talk to visa go talk with our a^#...
