Soma (carisoprodol) is not controlled as defined by the DEA or the International Narcotics Control Board.

But it is a controlled substance in the following U.S. states, according to Wikipedia:
Alabama, Arkansas, Arizona, Florida, Georgia, Hawaii, Indiana, Kentucky, Massachusetts, Minnesota, Nevada, New Mexico, Oklahoma, Oregon and West Virginia.

It's also been taken out of the market (as of 2007) in Sweden due to problems with dependence and side effects. Sweden also saw fit to classify tramadol as a controlled substance.

With all this into consideration, many processors and acquiring banks, especially in Europe, are staying away from processing Soma (carisoprodol) and Ultram (tramadol).
